Phan Khac Suu was a South Vietnamese agricultural engineer who, at various times, was in the government of Bao Dai, Ngo Dinh Diem, and was Chief of State in a 1964 government domnatd by Nguyen Khanh. He was loosely affiliated with the Cao Dai.
He had been Diem's first Agriculture Minister, was seated as an opposition member of the National Assembly, and later jailed by Diem.
