I think we could and should have a Police History sub-group, but it would need to be "hosted" by some main group, either Law or History, so that articles could be tagged. I'll talk to the tech folks, though, and see if there isn't some way around this; I just wouldn't want the articles danging around without a workgroup tag, as they would easily get lost altogether. I think the workgroups, in part, function as an index -- here are all the items a "History" workgroup member might want to work on -- rather than as a seal of approval.
