Intention vs expectation

Gareth, I notice Cullen used a lower dose of a medicine that would be used in a less grave case. Our wording then states the he did not "intend" for it to work. Can you tell, from your knowledge of Cullen, whether it was he "intended" it not to work versus his not "expecting" it to work. Did he really intend it not to work?D.
