Two party system
Especially in a non-parliamentary system, two party systems would not be expected to have minority governments. What, however, is the situation when there is a complex system such as the U.S. Electoral College, and the elected official has fewer popular votes than the loser? Howard C. - The concept of minority government is pretty much a parliamentary democracy thing. In the parliamentary system the governing party must win votes held in the legislature in order to govern. In the U.S. the President remains head of government regardless of his success in implementing his agenda.-Derek Hodges 00:10, 21 July 2009 (UTC)
